NICOLAE TITULESCU’S NEW EASTERN POLICY AND THE UPGRADING OF ROMANIA’S DIPLOMATIC TIES WITH LITHUANIA

Abstract:

In 1933 Nicolae Titulescu, widely regarded as the main driving force behind many of Romania’s decisions in the field of foreign affairs for a decade and a half, started to ponder about the idea of opening a diplomatic representation of Romania in Kaunas. Reasons such as the necessity of advancing Romania and the Little Entente’s interests in the area, the usefulness of gaining access to information about Soviet Union circulating in the area and the importance of the geopolitical location of Lithuania at the intersection of Soviet, German and Polish interests were offered by the Romanian envoy to Riga to convince Titulescu. Yet, only in late 1935 and early 1936 was the decision being implemented and Constantin Vallimarescu was appointed to represent his country in Lithuania’s temporary capital. This paper analysis these new evolutions in the Romanian-Lithuanian relations and the reasons behind them and approaches the diplomatic relations between the two countries in mid-1930s.

 

Rezumat:

În 1933 Nicolae Titulescu, considerat deja de peste un deceniu si jumatate personalitatea care se afla în spatele multora dintre deciziile de politica externa ale României, a început sa ia în calcul ideea deschiderii unei legatii românesti în Kaunas. Argumente precum necesitatea de a sustine interesele României si ale Micii Întelegeri în regiune, utilitatea de a obtine informatiile despre Uniunea Sovietica ce circulau în regiune, precum si importanta asezarii geopolitice a Lituaniei la intersectia intereselor sovietice, germane si poloneze au fost mentionate de ministrul român la Riga, Mihail R. Sturdza, un viitor ministru de externe al tarii sale, pentru a-l convinge pe Titulescu de fezabilitatea acestei decizii. Totusi, de-abia la sfârsitul anului 1935 si începutul anului 1936, în contextul în care România traversa o perioada dificila în relatiile sale cu Polonia si se constituise gruparea franco-cehoslovaco-sovietica, la care Titulescu dorea sa alature si tara sa, a fost aplicata aceasta decizie. Constantin Vallimarescu a fost primul diplomat român desemnat sa-si reprezinte tara la Kaunas, capitala temporara a Lituaniei, iar numirea sa a fost un semnal clar ca România avea de acum înainte intentia de a aborda politica sa în regiunea baltica si în functie de interesele sale, si nu numai de cele poloneze, asa cum se întâmplase pâna în acel moment. Vasile Stoica îi va succeda lui Vallimarescu si noi pasi, desi marunti, au fost întreprinsi în ceea ce priveste dezvoltarea relatiilor dintre Lituania si România. Acest articol analizeaza aceste noi evolutii din relatiile româno-lituaniene si ratiunile din spatele acestor decizii, precum si relatiile diplomatice dintre cele doua state la jumatatea anilor ‘30.

INTENSIVE LITHUANIAN LANGUAGE SUMMER COURSE
Starting: in groups: from 1st to 13th of August. Individually courses are held all summer.
Duration of the course: The Course runs for 4-6 academic hours per day, with Language practice for 44 hours and Lithuanian history, literature and ethnology for 6 hours.
Languages of instruction: English, Russian, French, Italian, Lithuanian.
Place: in the center of Vilnius – Gediminas ave. 26.
Certification: students will receive a Lithuanian language Summer Course Certificate.
Separate groups for beginner, intermediate, and advanced students are planned.
During the courses various cultural program are planned: excursions in Lithuania, degustation of traditional Lithuanian dishes, ethno cultural events, visiting some museums, creative workshops with famous Lithuanian artists.

LITHUANIAN LANGUAGE SUMMER COURSE FOR CHILDREN
Time: 1-12 of August, in groups. All summer indivual courses takes place.
Starting: in group on August 1-12. Individual courses are held all summer.
Duration: 20 acad. hours (10 days, 2 acad. hours per day).
Explaining languages: English, Russian, Lithuanian.
Place: Gediminas ave. 26, Vilnius.
Certificate: at the end of the course every participant will get the LINGUA LITUANICA certificate.
Classes take place in small groups.
On Saturdays it is possible to go to excursions with parents.
